Peter L. Freeman has been an attorney with a state-wide practice for over 35 years. Prior to joining Moriarty Bielan & Malloy LLC as a Principal, his practice was known as Freeman Law Group LLC. His practice involves a wide range of areas with a special emphasis on affordable housing development, including Chapter 40B with an extensive Housing Appeals Committee practice, and Chapter 40R, as well as land development and zoning, environmental and wetlands permitting, and litigation. He has represented clients on over 200 Chapter 40B projects across the Commonwealth. He has assisted developers and non-profits in the creation of thousands of units of affordable housing and works frequently with housing subsidizing agencies such as Mass Housing, the Massachusetts Department of Housing & Community Development (now the Executive Office of Housing and Livable Communities), and the Massachusetts Housing Partnership. He is also an Adjunct Professor of Law at Boston University School of Law where he has taught Affordable Housing and Community Development Law.

Recent Representative Matter
- ▪ Successfully obtained Comprehensive Permits and closed on Low Income Housing Tax Credit projects in Brewster, Mashpee, Provincetown, and Somerset for Housing Assistance Corporation, Preservation of Affordable Housing, Inc., The Community Builders, and South Coast Residential.
- ▪ Won appeals to the Massachusetts Executive Office of Housing and Livable Communities challenging Safe Harbor Claims under Chapter 40B by the Falmouth ZBA and the Oak Bluffs ZBA.
- ▪ Prevailed at the Massachusetts Housing Appeals Committee and Superior Court on appeal of a denial of Comprehensive Permits by the Braintree ZBA.
- ▪ Successfully obtained two Comprehensive Permits from the Milton ZBA, one for a rental apartment project and one for a home ownership project.
